The Chubb review found that Australia’s carbon credits scheme is largely sound. Why does the Explorer suggest that so many projects are high risk?

The Chubb review did not analyse individual projects. This meant that it did not investigate how projects are actually being administered by the Clean Energy Regulator or how they are operating on the ground. It analysed the scheme’s governance arrangements and the design of four methods used to generate carbon credits only.

Without analysing the performance of individual projects, there is no valid way of reaching a conclusion on the integrity of projects, ACCUs or the scheme as a whole.
